Quango's are funded by Government and carry out their remit which is set by Government.
If they are not funded sufficiently then they can't do their job correctly.
It's a convenient way for Government to 'shirk' responsibility.

That was some bunfight between the Unionists at Holyrood today. Wouldn't have seen it on Regional State TV though, they were too busy editing their take to make it look like the Gov't MSP's were applauding Willie Rennie, in between their latest #SNPbad diatribes.

‪Considering it's run by a Conservative/Independent coalition, & voted No at the ‪#‎indyref‬, it looks like the good people of Elgin will soon find out about austerity. Instead of just a cut in services, they'll now be hit with a near 20% rise in their CT as well!
Then Ruth Davidson comes on straight afterward & tells us she's "opposing tax rises for Scot's families"

What banning all Muslims from entering America building a wall on the Mexican border racial profiling all Latin Americans as thieves and rapists. These were all sensible suggestions not to mention supporting the NRA who think that you need a sub-machine gun for hunting.
